How can I fix the height for the entire site?

I have a header and footer in customer/home.tpl and want a fixed height in between the two of them all the way through the customer pages.

Tough to tell without knowing how you have it coded. Is it a default X-Cart skin?

Yep, started off with default skin.

In customer/home.tpl, I created a table around all of the body tags. Then inserted blank top and bottom rows for my header and footer images.

A table around the body tags? I hope that is not what you did Tables really aren't the way to go here...you want to use CSS. You can set a min-height to a <div> tag, as well as a fixed height, so I'd suggest using a <div> wrapper with a fixed height if that is what you want to achieve. You just need to be careful that your content doesn't overlap that height. Did you want to add scrollbars if the content does go past the height?
