Default third party newsletter addon
A couple of days ago while searching on how to export customers in version:

4.0.19

I saw a company that offered a ad on to x-cart that allowed you to send newsletters based on what product they purchased, if they didn't purchase, purchased more than one product etc.

I have searched for almost an hour now, and cannot find that post again.

Anyone know who this company was. The link was in their signature
