Default Is there a "Time" variable?

i want to display the user's time (hour/minute) in the header but im not sure how to do it.. i imagine its got to be a variable, right?

also how about date? or do i just have to use php to call it from the server?

I would like to know something similair, this time pull the time from the server.

So for example I can say in shipping, Next day delivey is availble to people who place an order before 3pm GMT and then I can show what the current time is by using a script which shows the servers time (server is based in the UK).
