Default Displaying Subcategories above categories
Anyone know how to display the subcategories above the categories on the left column of the page? The best example to show would be tigerdirect.com

To me, it looks like the example is including "categories" after "subcategories'. Have you tried adding an include of categories.tpl at the end of the subcategory listing in main/subcategories.tpl?
