How do I create another menu box to appear on the right hand side like the newsletter and cart menus. I am running 3.4.2

Create a copy of news.tpl and call it what you wish eg mynewbox.tpl

This file can hold anything you like.

Then in customer/home.tpl include it in the same way as the news.tpl template is.

How come I didn't have the newsletter display at the home page? What should I do to get it display?

Try turning it on in the Modules section, and also try adding content to it in the News Management section.
