I was wondering if I can export the emails from a phplist mailbox and import them into mail chimp for x-cart.
Appreciate any tips.

yes and you can do it the other way also like I did.

I used phplist for a couple years and then went to mailchimp, did the import. I believe I first imported by unsubscribes, flagged them as unsubs, than imported the full list of emails. The unsubs stayed unsub that way. Mailchimp support was very helpful.

Also, did you know that MC recently changed their pricing structure to have more granularity? It saved us a bunch of $$
