Default Free Shipping Special Offer To More than Just Canada
I am in Canada, and although I ship worldwide, when I go to do the Special Offer, I am only given 2 choices for zone free shipping, and that is Ontario (the province I am in) and Canada. I want to offer free shipping to both Canada and the continental US. Where can I modify something so all the US states show up as well?

Worked a treat thanks. But how can I apply the offer to surface shipping only. I certainly don't want to give free overnight to anyone.

I did create the new destination zone, and that worked great. As for the ground, I'm trying to remember how I did that, but I think it wasn't hard. I'll try to remember.
