I use the default 2 column template so it is not the template. It is the css compression. It worked just fin ein 4.4.0 so the upgrade actually breaks things instead of fixing them

If you are only seeing issues with css not loading in IE - it possibly is related to this:

I've run into this on Drupal sites, where it would only be an issue during development before css optimization, but they also have mods available to overcome it.
