When I go to a specific category, I will put there some custom content above the category thumbnails. Is it possible?

I made a picture to illustrate the thing, its attached.

It is possible. You need to modify skin1/customer/main/subcategories.tpl and just after the h1 tag (or any other place you want it to show)

replace "200" with your category id
