Default signature templates
I edited my signature templates:

/mail/signature.tpl
/mail/newsletter_signature.tpl

But there was no change. I wanted to remove the FAX and Phone fields in the signatures.

Is it possible I need to clear my cache? If so....can it be done from within the ACP?

You need to edit the ones in the mail/html folder
