I usually add the following to txt_welcome...
<noscript>
<font color="red">Javascript should be enabled in your web browser to assure proper functionality of the shopping cart.</font> <a href=http://www.domain.com/pages.php?pageid=5><b>Click Here</b></a>
</noscript></p>
(page 5 is a "static page" explaining how to enable JavaScript in various web browsers)
