I know this old but I found an easy way to do this with just a template edit
I wated new new window only for my "RTR Catalog"
I added this
{% if item.label == "RTR catalog" %}target="_blank" {% endif %}
to
theme_tweaker/customer/modules/CDev/SimpleCMS/primary_menu_items.twig
