DETAILED INSTRUCTION HOW TO REPRODUCE THE PROBLEM:
For each product in question, I have a shipping weight of 2.91lbs.
In My FedEx Shipping Options I have a Max Weight defined of 35lbs.
In my USPS Shipping Options I have a Max Weight defined of 35lbs.

If I check out with orders totalling 73lbs, the USPS quote is for one 70lbs package and one 3lb package. The FedEx result is correct.
The correct result should be two 35lb packages and one 3lb package.

If I check out with orders totalling 38lbs, the USPS quote is for one 38lb package. The FedEx result is correct.

I have checked it using a fresh 4.4.1 installation, it works correctly.
