It does all but having the customer pay for it. That sounds more like a quote module. We have a quote module for X-cart 4 but not X-cart 5 (
https://www.bcsengineering.com/store/quote-request-module-for-xcart.html). We could look into creating it for x-cart 5. However we do have to write it from scratch since the two platforms have nothing in common other than a name.
