This is a "cart before the horse" situation unfortuantely. PayPal, much like Authorize.net, has become a standard when dealing with eCommerce sites. To not already have PayPal built in will result in fewer people testing/opening their stores with the new version.
PayPal should be a mandatory inclusion before an official release.
