The issue with redirecting http<->https was discovered after the release of 4.0.17. So, if you downloaded an X-Cart 4.0.17 distributive package before November 16, I recommend you replace the file https.php in your X-Cart directory by the file attached to this message (please remove the .txt suffix after downloading the file) or download the distributive package of X-Cart 4.0.17 from your File area again. It sets "keep_https=yes" when I use secure login and func_header_location sets this if $config["General"]["dont_leave_https"] != "Y" which seems backwards.

It seems the issue has no relation to the described bug (neither before nor after the bugfix could we reproduce it on the version 4.0.17). Nevertheless, try to replace your https.php and see if the issue will be fixed.
