Step two requires an edit to "Open /skin1/modules/
Fast_Lane_Checkout/checkout_3_place.tpl"
So I am fairly certain it does need fast lane checkout enabled. To verify, you could try turning fast lane checkout on and seeing if you can now see the mod.
Also, be sure you use the correct steps.
