Guys, this is a bug and it will be addressed in X-Cart 5.1.6. Sorry for that.
I feel, there is probably need for some workaround, because many reported this problem. Will it be
OK if a customer gets a notification only when an order goes to Processed status (assuming it goes there after Payment approval)? If so, I can write a simple module, so you could use it as a workaround until we ship a good fix.
