Ok, I think you may have discovered a bug here. I'm not sure, can some others chime in on this. I WAS able to modify 'Personal information' (ie. First/Last Name, Company, etc) for Master Account on my new 4.4 install.

Once I went to 'Settings > General Settings > User Profiles' and checked 'First/Last Name, Address, City, State, Country, Zip' as 'active', it no longer let me modify 'Personal information' for this Master Account, no 'Personal information' shows up anymore for this account. I should also add that these new fields I activated did NOT show up under profile as well.

I then unchecked these new fields from 'active' and saved. My 'Personal information' will STILL not show up anymore for this account.

There is something going on here, unless there is some weird logic behind this.

I already reported as a bug.
