If you are using it on X-Cart 4.1.12, then this behavior is correct.
X-Cart 4.1.12 does not have native Star rating system, it uses word rating (Excellent, Good, etc) instead. That's why rating cannot be aggregated.
Possible solution for this situation is to use
Advanced Customer Reviews module that implements star rating plus dramatically enhances the whole customer reviews section.
