I tested the problem with @rviersel's store and found out that it was caused by the bug that this error is fired when you upgrade the store with Dutch language set as default for customer and admin areas.

The temporary solution for this issue is to set English as default language for customer and admin zones, switch to English as admin interface language, upgrade your store and then toggle the settings back.
