Make sure you have selected the option "Display cart/order totals including tax" on the 'Taxes' page. Please note that the tax will not be displayed for anonymous customer if you haven't checked the option 'When a customer isn't logged in, it is presumed that he is from the default country' in 'General settings/General options'.
