ok I want to make a custom pulldown menu for the customer registration page

1) I know you can copy the title pull down menu (in register_contact_info.tpl)
2) make a new lbl_***_*** (for whatever the pull down will be titled)
3) you have to edit the choices in the config.php

am I missing something? i tried this with my site it worked when i simply copied the 'title' pulldown but once i tried to change the information (i.e. choice and new lbl) all i would get to come up is a blank pulldown menu!

am I missing a step somewhere?!

please help
