Just by modifying skin1/head.tpl and skin1/customer/top_menu.tpl, you should finish your step1 and step2.
The step3 should be in skin1/head.tpl,
The step4, you should be able to finish it in tab.tpl
Can you specify what your page look like after you finish all these mods?
