You are correct, there is no way to entirely forbid anonymous checkout in X-Cart 5.
But after a customer purchased something anonymously, you can register an account for them and make this account fully functional.
In order to do that, go to their anonymous profile in the admin back-end and hit the 'Register account' button at the bottom. I attached screenshot showing where to look.
