Many payment processors - including PayPal, permit a surcharge for using their product. I think I read recently that even Visa and M/C do now in the US. This was available in X4 and needs to be in X5 as well. We shouldn't be penalizing all our customers to cover the ones who choose expensive payment options.

I'm not looking for custom dev - trying to keep things pretty much stock. This should be stock.
