Make sure your looking at
www.cart-lab.com not cartlab.net.
As for the smarty skin working with 3.1.3, should work without much modification, maybe upgrading smarty class to the latest and some minor changes to the configuration sql file.
Anyhow, checkout the readme.txt for install instructions.
