That was it ... I found a min-width=780px somewhere in the css.
Not sure where is came from - since I copied the bulk of this from ideal_responsive which worked. And the html template I based it on worked.
But all I know is when I added a line to the bottom of altskin.css body {min-width:250px;}

all is right with the world !!
