Ok, I figured out by removing the USPS Web Tools User ID (in XC back end), I could keep XC from trying to access the USPS API.

Enabled some manually defined flat rates for the basic services and hoping to save some orders. The delay was maddening! and then even when it returned rates, some of the time it was missing the USPS Priority rates. Aaargh.
