Default Add user configurable setting

I am looking for an expedient way for an admin user to be able change a custom setting and then use that value in a .tpl file.

My client wants to be able to enable and disable some text and I was thinking that I could just put together a module but I have not found any documentation or examples on how to build one and it seems like a bit of overkill for this.

Anyone have any suggestions for how to do this? I'd prefer to not have them have to edit and files manually and do this via that admin interface
