You're not giving anyone else fulfillment status? Just sending emails is not enough. Fulfillment needs to have access for changing order status, adjustments for inventory issues, customer typo in ship-to address, PAYMENT confirmation and a host of other things that fulfillment access will get you.
The email notifications are just notifications.
I think you may need to rethink your fulfillment strategy - routing emails are the easy part (I would use gmail and filter by states).
