Why don't you just use a coupon code? Set it up so that anything over $150 gets free shipping, just enter 'freeship' on the checkout page.
Hard coding where the special promotion text shouldn't be hard to do.
Failing that, go to your modules and enable 'special offers' and configure it that way. It should automatically do it once you've set it up.
Either one is free and I noticed in your sig you have 4.4.3 so should be simple to setup.
