Default Help template changes not showing up

This is a bizarre issue and I am at the end of my rope. I am trying to make modifications to the contact us template ( /skin/common_files/help/contactus.tpl ). I can edit it directly in FTP (or using the template editor) - I can verify the changes are saved, but they are not reflected on the front end contact page. I tried cleanup.php, clearing browser cache - to no avail.

I can edit the other templates besides anything in the help folder and the changes show immediately, but NONE of the changes made to ANY of the templates in the help folder work. I even renamed contactus.tpl to see if the contact form would error or be blank, but it still shows the standard contact form. I ran webmaster mode and verified the correct template is in use on that page and edited it from there, but the changes do not show up.

Is there any way the system could be looking somewhere else for the help templates and yet webmaster mode shows them as being in /skin/common_files/help/ ?? This is driving me nuts. Any suggestions are greatly appreciated.
