Actually product variants would be well-suited in your case. As example, you would create 3 parent products e.g. "Lucky Minutes PhoneCard", "Solaris PhoneCard" and "Fast World PhoneCard"

Then under each of those parent products you would create the various service calling levels as variants. This generates a unique sku for each variant and ultimately each variant is treated as a "product".
