I believe this is a bug with v4.4.1
Ensure you have added the language labels for your second language.
This usually happens if you either you have no categories, or have commented out the horiz category menu, or custom horiz menu and/or you have nothing in it's place. So either add a category, or put a in it's place and it should correct the issue.
