Okay turns out I'm a moron. There are two bottom.tpl files and I was editing the wrong one.

The wrong one: skin1/bottom.tpl
The right one: skin1/customers/bottom.tpl

I knew it had to be something super simple like. Padraic, Steve, thanks guys.
