I was able to solve this problem which I don't know if should be part of your install instructions:

I had to install the Cpanel:support addon (WHM->Install Cpaddons) which created the /usr/local/cpanel/cpaddons/cPanel folder.
However, X-Cart installer is still not visable in end user cPanel.
