We are more B2B, and do many quotes in our accounting system right now. But I want to move to have quotes/orders all inputted into Xcart so the products/pricing only has to be maintained in one spot. Right now we have to update both our accounting program and Xcart with price changes.

Actually it has an admin interface for the admin's to create quotes as well. You can optionally not install much of the customer side to disable those portions if you do not want customers creating quotes.
