Not many ppl would like to register just to check on a price or shipping charge. How about instead to have a note on every product you want to restrict that this product is restricted in some way. At last checkout page you can do a check on the products in cart with an if statement and lets say hide the submit order button if restricted products exist in cart. By that time you will have the customers shipping info and you can perform that check
