That is actually not something you are SUPPOSED to do - customers need to opt in to a newsletter - if you start blanket e-mailing your registered customers, you'll quickly find that you don't get anyone to shop with you anymore
Just use the built-in newsletter module to add a sign-up box to your site - if they want to receive your newsletter, they will check the box when they register.
