My bad.. I meant home_main.tpl.
In welcome.tpl, try placing some text where your welcome text should be...
{$lng.txt_welcome} SOME TEXT HERE
and see if it shows up on your home page.
Are you getting the Welcome back "customer" or Welcome to "your site name" on the main page?
