I have disabled Counties for the UK in my store, they are not needed for Postal addresses by the Post Office any more.

Although replacing the drop-down box with a text input looks like the right decision, we have decided not to do so. X-Cart users can quickly remove the counties (if needed), but can't quickly add them.
