I know this is a couple month late but I figured other people would like to know.
You can edit the note for Google Transaction by simply going to
Administration>Payment Methods
You'll see options to edit notes along side the payment methods. Simply add a note that if Google Checkout is selected it will take about 15 minutes to process.
I'm sure there are other ways but that's a quick fix.
Another way is to add it to the checkout page just before the submit button. You know where it says "By pressing "SUBMIT" you agree to the "Terms and Conditions""
