Webmaster is (I hate to say it) best used in IE. Make sure you have the status bar turned on (View > Status Bar) and any pop-up blocking software turned off, then when you mouseover it should reveal the .tpls location.

The link that you refer to is commonly known as the breadcrumb and it is found at skin1/location.tpl

To remove the breadcrumb find your skin1/customer/home.tpl file and locate the line...
{include file="location.tpl"}

and {* comment *} it out
