Perhaps not a "best Practice" but it seems to be a "good enough" one -
I have yet to have any significant difficulties shipping internationally (from the US) with States/Provinces* enabled only for the US, Canada and Australia.
I check/validate the majority of my international shipment addresses using Address Doctor (
http://www.addressdoctor.com/lookup/default.aspx?lang=en) and/or a variety of Country-specific Postal service postcode validators:
Australia -

are my top five, but I've shipped to a majority of European countries (and some Asian ones as well) without a "state"
*Due to numerous Canadian customers, I change my language variable to that as well.
