It isn't opinion, it is fact. Search engines can't read text that isn't text
Text in an image is useless for SEO as nothing can read it except a human. You should always keep text as text and not put it in images.
The image code should should be either in customer/main/welcome.tpl, or in the language variable itself txt_welcome.
