Have you read (searched) the documentation.

Look for "anonymous checkout"

The exact setting to disable is:

"Disable anonymous checkout: " -- it should be [unchecked]

I suggest you uncheck it. THEN -- change the wording to 1. de-geek it; and 2. make it clear that creating a user account is OPTONAL.

Of course, there are benefits to a customer having an account -- and let's face it, on the internet for shopping for physical goods, there is nothing "anonymous" about a credit card transaction -- you will collect the IDENTICAL info if they create an account (or not). -- it's about the comfort factor of the customer... if they think this is a one-shot transaction, LET THEM just give you the money and checkout. OR -- offer them an opportunity to register.

If you make your wording intelligent, you may get more registrations than you may think.
