I am trying very hard but

None found in the skin1.css file

.VertMenuTitle {
BACKGROUND-COLOR: #081589;
COLOR: #FFFFFF;
FONT-WEIGHT: bold;
PADDING: 1px;
}

Tried adding

.VertMenuTitle:first-letter {text-transform: uppercase; font-weight: bold;}

Made no differance

It seems to be part of my skin 'Neon Lights'
the demo Skin put the catergories in full upper case

Really stuck now
