Un-check 'assume user is from the default country' in General Settings and then go into customer/main/cart_totals.tpl and comment out the fields you don't want. I usually create a copy of cart_totals.tpl (cart_totals_cart.tpl) as X-Cart also uses the cart_totals.tpl file on the last part of checkout.
