in customer/main/welcome.tpl, comment out:

{include file="customer/main/featured.tpl" f_products=$f_products}

OR -- simply comment out the entire contents of customer/main/featured.tpl

And featured products will never show.

OR -- you can simply disable featured products in your admin.

There are many ways to make it go away.
